A single record means a building needs a repair. Multiple independent records, arriving from different city systems at the same address in the same season, mean something structural is happening: a renovation, a change of tenant, a system at the end of its life, or an owner who has fallen out of their inspection cycle.

That distinction is the entire point of scoring. Of the 40 highest-scoring commercial buildings in our current Detroit pull, 16 are throwing four or more independent classes of signal at once, and three are throwing five.
